Mayor Roderick Awingan has recently signed Executive Order No. 73 s. 2026 creating an Inter-Agency Monitoring Team (IAMT) for the ongoing riprap restoration in Sitio Busi, Beckel.
To guarantee sound implementation, Municipal Legal Officer, Atty. Victor Singa Jr., alongside DPWH OIC District Engineer Edgardo Enriquez and DENR Dir. Jean Borromeo shares the leadership as chairperson.
The rest of the team is composed of the Engineering Office, Disaster Risk Reduction and Management Office, Environment and Natural Resources Office, Office of the Building Official, Planning and Development Office, LT Police Station, Barangay Beckel Council, Philippine Institute of Civil Engineers β Benguet Chapter, and United Architects of the Philippines β Cordillera Chapter.
With the riprap restoration and slope protection project aimed to mitigate disaster risks, the IAMT is assigned to perform weekly site inspections, ensure strict adherence to standards, and serve as the primary desk to resolve complaints.
At the same time, the IAMT is tasked to enforce compliance of the Cease and Desist Order (CDO) issued on the proposed batching plant in the same area.
This includes regular and unannounced surveillance to confirm all operations remain halted, report illegal and unauthorized activities, and coordinate with the DENR-Environmental Management Bureau (EMB) and the LT Police Station for any security concerns arising.
The directive further reiterates the full and absolute cooperation from the Busi Riprap Restoration Project contractor, as well as the operators of the proposed batching plant.
