𝗠𝗮𝘆𝗼𝗿 𝗼𝗿𝗱𝗲𝗿𝘀 𝘀𝘁𝗿𝗶𝗰𝘁 𝗯𝗶𝗼𝘀𝗲𝗰𝘂𝗿𝗶𝘁𝘆 𝗺𝗲𝗮𝘀𝘂𝗿𝗲𝘀 𝘃𝘀 𝗔𝗦𝗙

Mayor Roderick Awingan issued Executive Order No. 94, series of 2026, directing the Office of the Municipal Agriculturist (OMAg) to conduct intensive information and education campaign enjoining barangay officials to implement vigilant monitoring and restriction of the sale of unverified and illegal pork products as part of the biosecurity measures on the prevention of African Swine Fever.

In the EO, the mayor orders the OMAg to conduct:

SECTION 1. Massive social behavioral change communication- educating swine raisers and the public on strict on-farm biosecurity protocols, symptoms of the disease, and swift reporting mechanisms

SECTION 2. Mandatory inspection of establishments- The OMAg, in close coordination with the Municipal Health Office (MHO) and local enforcement units, shall conduct regular and necessary inspections of all meat-handling establishments including public markets, private meat shops, supermarkets, and talipapa to ensure that all commercialized pork complies with strict national and local health standards.

SECTION 3. BAN ON UNREGULATED PORK ENTRY- To protect the local hog population from external contamination, the entry, transport, and selling of live hogs, fresh pork, and pork-by products without the requisite Veterinary Health Certificates, Shipping Permits, and Meat Inspection Certificates from the Bureau of Animal Industry (BAI) or National Meat Inspection Service (NMIS) is strictly prohibited.

SECTION 4. RESTRICTION ON THE SALE OF HOT MEAT AND ORAGA

a. Ban on "Hot Meat": The sale, distribution, and commercialization of "hot meat" or meat slaughtered outside accredited municipal or national slaughterhouses without proper post-mortem examination is strictly banned.

b. Restriction on Oraga: The sale of internal organs (oraga) and other highly perishable offal from unverified, uninspected, or smuggled sources is restricted to prevent the hidden transmission of the virus.

All Barangay Officials within the municipality are hereby enjoined to practice strict vigilance and monitor backyard farms closely within their respective jurisdictions. Any suspected cases of ASF, unusual swine sickness, or sudden hog mortalities must be reported immediately to the Municipal Agriculture Office for appropriate and immediate veterinary interventions.
