LA TRINIDAD CONDUCTS 2027 GAD PLANNING, BUDGETING, & HGDG WORKSHOP FOR 16 BARANGAYS

October 13-14, 2026 | TUBA, BENGUET. The Municipal Gender and Development Focal Point System Technical Working Group (MGFPS-TWG) of La Trinidad conducted a two-day orientation-workshop at Riverview Waterpark in Asin, Nangalisan.
The activity gathered 50 members of the Barangay GAD Focal Point System (BGFPS) to build their capacity in preparing their 2027 Barangay Gender and Development (GAD) Plan and Budget (GPB). Grounded in the Magna Carta of Women, GAD is a development approach that ensures public services and infrastructure benefit women and men equally. The GPB serves as the official annual document detailing a barangay's gender objectives and financial allocations.
The workshop opened with remarks from GPB Review Committee Member Ms. Carina W. Dangiwan, followed by MGFPS-TWG Chairperson Ms. Ma. Lourdes G. Taguiba, who explained the updated local implementation guidelines under PCW-DILG-DBM-NEDA Joint Memorandum Circular 2024-01.
Meanwhile, GAD Clerk Mr. Gaspar Jr. C. Depao led learning sessions on the Harmonized Gender and Development Guidelines (HGDG), a national evaluation tool used to measure the gender-responsiveness of government projects.
To guide participants further, GPB Review Committee Member Ms. Ruth T. Solano presented key findings from recent barangay submissions. Her discussion emphasized font and formatting consistency, adherence to GPB and GAR submission timelines, and proper differentiation between direct GAD activities and attributed regular programs, followed by an open question and answer session.
The training covered foundational gender concepts, HGDG Box 7a design scoring, Boxes 16 and 17 for project monitoring, automated spreadsheet navigation, and GAD audit document preparation. During the review, the TWG reported that out of 16 barangays, four GPBs have been certified for recommendation, five were returned for minor technical revisions, and seven are finalizing their draft plans.
In response to participants' concerns regarding the complexity of HGDG scoring, the TWG explained how the tool helps barangays meet the mandatory 5% GAD Fund, which functions as a minimum budget floor rather than an extra pool of money. While direct GAD services receive full budget credit automatically, HGDG scoring allows regular flagship barangay projects, programs, and activities to legitimately claim budget attribution based on their gender-responsive design features.
To establish clear timelines and standardized submission procedures, the MGFPS-TWG committed to issuing official Municipal Policy Guidelines for future barangay GPB submissions.
