PUBLIC ADVISORY: SOLO PARENTS 10% DISCOUNT IMPLEMENTATION ORDER

Executive Order No. 104 s. 2026 provides for the implementation of Municipal Ordinance No. 4-2025, which entitles QUALIFIED solo parents to a discount for the following items:

• Baby’s Milk and Food

• Essential Medical Supplies

• Diapers and Hygiene Products

• Basic School Supplies

The following criteria must be met:

• Parent to children aged 6 years old and below

• Parent is unemployed or earning less than ₱250,000 annually

Present your:

• VALID Solo Parent Identification Card

• VALID Solo Parent Booklet (must indicate qualification of discount)

𝗔𝗹𝗹𝗼𝘄𝗮𝗯𝗹𝗲 𝗩𝗼𝗹𝘂𝗺𝗲 𝗼𝗳 𝗣𝘂𝗿𝗰𝗵𝗮𝘀𝗲. To prevent commercial abuse, the following must be observed:

• Every purchase must be recorded by the establishment in the booklet

• The purchases must be for the exclusive use and enjoyment of the qualified child

• The goods purchased must not be for commercial purposes or in hoarding quantities that exceed a single child's normal consumption. The establishment reserves the right to flag and deny such purchases.

𝗗𝘂𝘁𝗶𝗲𝘀 𝗼𝗳 𝗕𝘂𝘀𝗶𝗻𝗲𝘀𝘀 𝗘𝘀𝘁𝗮𝗯𝗹𝗶𝘀𝗵𝗺𝗲𝗻𝘁𝘀. All registered commercial establishments, pharmacies, supermarkets, and retail stores operating within La Trinidad, Benguet are directed to:

• Grant the required 10% discount upon verification of the customer's valid La Trinidad Solo Parent ID and Booklet.

• Display prominent signage at cash registers or entry points stating: "10% Discount Provided to Qualified Solo Parents with valid La Trinidad SPIC"

• Ensure that frontline employees are oriented regarding the verification process and proper application of the discount.

𝗣𝗿𝗼𝗵𝗶𝗯𝗶𝘁𝗲𝗱 𝗔𝗰𝘁𝘀 𝗮𝗻𝗱 𝗦𝗮𝗻𝗰𝘁𝗶𝗼𝗻𝘀

• Misuse by Cardholders. Any solo parent who uses their SPIC to purchase items for unauthorized individuals, falsifies credentials, or transfers their ID to non-entitled persons shall suffer temporary or permanent revocation of their Solo Parent ID, without prejudice to administrative or criminal liability under existing laws.

• Non-Compliance by Establishments. Business establishments that refuse to honor valid Solo Parent IDs without justifiable cause shall be subject to administrative review by the Business Permits and Licensing Office and appropriate operational penalties consistent with the local tax code, Ordinance No. 4-2025 and Section 25 of RA No. 11861.
