In response to the recently uncovered illegal broccoli shipment in La Trinidad, Mayor Roderick Awingan signed Executive Order No. 162 s. 2026 prohibiting the entry, handling, and storage of smuggled vegetables within the La Trinidad Vegetable Trading Post (LTVTP) and public markets.

Under the order, market supervisors are directed to conduct regular and random inspections of incoming delivery vehicles and trading stalls within the market vicinities, as well as verify the origin and documentation of shipments.

Authorized personnel are permitted to immediately confiscate any suspected or confirmed foreign-sourced fresh highland vegetables.

Contraband will be turned over or disposed of in accordance with standard environmental and health regulations.

Violators face hefty penalties, including the revocation of trading privileges and legal prosecution under Republic Act No. 12022 (Anti-Agricultural Economic Sabotage Act).

To support enforcement, the administration will launch a Social Behavioral Change Communication (SBCC) campaign focusing on the effects of vegetable trafficking on the industry, its impact on local produce, and the threat to health and public safety.

Additionally, a Quick Response Desk (QRD) will be established at the LTVTP and Municipal Agriculture Office to receive confidential reports and formal complaints regarding smuggling and other violations in the municipality.
