The Pilot Roll-out for the Electronic Barangay Development Plan (eBDP) Workshop was a big step in bringing modern, digital planning to La Trinidad, Benguet.
The event successfully gathered the main planning teams from the first four barangays: Bineng, Bahong, Poblacion, and La Trinidad. Those who attended included Punong Barangays, Secretaries, Treasurers, Sangguniang Barangay Members, and leaders from Barangay Civil Society Organizations (CSOs).
The two-day activity was formally opened by Assistant Regional Director Ruperto Maribbay, Jr., CESO V. In his message, ARD Maribbay thanked the Municipality of La Trinidad for its valuable partnership in this initiative and commended the eagerness shown by the first Batch of pilot barangays. He expressed hope for a productive, interactive, and fruitful two days of learning and testing the new system.
The main goal of the workshop was simple: to move from paper plans to an easy-to-use digital system. During the hands-on sessions, the teams put the new DILG-CAR Online Portal to the test. It was a clear win; all four pilot Barangays successfully finished and electronically saved the main parts of their BDPs using the new system. This showed that using the portal for planning is definitely possible.
Participants gave positive feedback on how the system felt to use, hitting the goal of convenience. They immediately saw that the eBDP would save a lot of time and effort compared to the old, manual way of writing and checking plans.
The shift to digital was introduced carefully and participation was still central. By having CSOs join the officials, the workshop proved that the eBDP platform can be used by the whole community. The teams practiced how to add and record ideas from different community groups right into the digital plan, confirming that the system makes it easy to include all community voices.
Since this was the first test, a key part of the activity was gathering feedback. The people from the four pilot barangays gave helpful and honest comments on what worked well and what needed fixing (like clearer buttons or buttons that are not working or system errors). This feedback will be used to create a clear list of improvements for DILG-CAR. This process ensures the eBDP portal will be made even better based on what the actual users experienced before the system is rolled out to everyone else in the municipality.
In his closing message, Municipal Administrator Atty. Franco Bawang, Jr. underscored the necessity of digitalizing key barangay and municipal processes, highlighting the enhanced efficiency and convenience it offers. He specifically cited how this would facilitate seamless endorsement of documents and reports, particularly in light of the new schedule for the Barangay and Sangguniang Kabataan Elections (BSKE). Atty. Bawang also formally requested assurance that the Municipal Level would be granted access for monitoring and reviewing these digitized plans. This request was promptly affirmed by LGOO V Gernale, who confirmed that LGU-level access for checking and monitoring would be provided. He concluded his message by extending profound gratitude to DILG-CAR, DILG-Benguet, DILG-La Trinidad, MLGOO Maβam Teng, together with her staff Sir Aaron for this vital initiative, and expressed firm commitment to expanding the effort to include the remaining twelve (12) Barangays of La Trinidad.
