In an effort to humanize local bureaucracy and enhance constituent satisfaction, Municipal Mayor Roderick C. Awingan has issued Executive Order No. 05, Series of 2026. The order officially institutionalizes a "Culture of Courtesy and Joyfulness" among all local government employees.


The directive, which took effect on January 7, 2026, mandates that all personnel, from permanent staff to job-order workers, observe the highest standards of ethics and professionalism. Central to the order is the "Smile Policy," which encourages employees to greet the public with a positive demeanor and provide patient, humble assistance.


"A simple smile and a respectful attitude go a long way in building public trust and reducing the stress often associated with government transactions," the Order states.


Beyond the requirement for a friendly disposition, the EO strictly prohibits "frowning, hostile behavior, raising one's voice, or sarcasm" toward the public. It also reinforces non-discrimination, ensuring all clients are treated fairly regardless of status or background.


Department heads have been tasked with the strict implementation of the order. Violations will be handled according to Civil Service Commission (CSC) rules and the Code of Conduct and Ethical Standards for Public Officials (RA 6713).
