Employees of LGU La Trinidad - Office of the Building Official, led by Building Official Engr. Charles T. Tayaban, visited the Tabuk City Buildings and Architecture Office last May 6, 2026. The visit is to study and adapt their best practices in implementing PD 1096 or the National Building Code of the Philippines (NBCP).


The benchmarking activity focused on Tabuk Cityโ€™s DICT-supported online system for processing building and occupancy permits. Tabuk City is the first LGU in the Cordillera Administrative Region to adopt such a system through the leadership of its Building Official Engr. Ruby Peter A. Albert, and with the support of the City Mayor Hon. Darwin C. Estaรฑero. The initiative helped streamline transactions minimizing the traditional walk-in method as prescribed by The Ease of Doing Business and Efficient Government Service Delivery Act of 2018 (Republic Act No. 11032).


Engr. Albert further shared that their office has experienced minimal problems in the implementation of Building Code within their jurisdiction, especially in the demolition of illegal structures within government-owned lots, road-right-of way, and water easements. As observed, the roads of the city are free from obstructions. This is made possible with City Mayor Estaรฑero's firm decision making and strong political will. He is always in full support of these demolition activities conducted.


The benchmarking activity is one of the early steps of the Office of the Building Official and the LGU-La Trinidad to study and adapt the best practices of other LGUs in order to serve our community better.
