EXECUTIVE ORDER No. 072 Series of 2026


DIRECTING ALL BARANGAY DISASTER RISK REDUCTION AND MANAGEMENT COMMITTEES (BDRRMCS) IN THE MUNICIPALITY OF LA TRINIDAD TO CONDUCT MANDATORY VULNERABILITY ASSESSMENT AND EVALUATION, IMPLEMENT IMMEDIATE CORRECTIVE MEASURES ON ALL HAZARDS, ACCIDENT AND DISASTER-PRONE AREAS WITHIN THEIR JURISDICTION AND TASKING THE MUNICIPAL DISASTER RISK REDUCTION AND MANAGEMENT OFFICE (MDRRMO) TO PROVIDE COORDINATION, ASSISTANCE, AND RESPONSE.


There is a critical need to synchronize the grassroots capabilities of the Barangays with the technical expertise and resource mobilization of the Municipal Government to ensure a swift, seamless, and effective disaster readiness and response mechanism.

All BDRRMCs within the Municipality are hereby strictly directed to immediately conduct a comprehensive Hazard Risk Assessment and Control (HRAC) of their respective territorial jurisdictions.


Scope of Assessment: The assessment must identify, map, and evaluate all natural and human-induced hazards (e.g., flooding, landslides, fire hazards, structurally compromised buildings, faulty electrical wiring in public spaces, accident prone areas, health hazards etc.) that pose an immediate or potential danger to life, limb, and property.


Timeline: The initial vulnerability assessment report must be completed and submitted to the MDRRMO within thirty (30) days from the issuance of this Order with quarterly updates thereafter.


The MDRRMO shall monitor actions of the same and the provide the necessary assistance if needed.


Upon identification of hazards and disaster-prone areas, the BDRRMCs shall immediately initiate and implement appropriate Corrective Measures or any other relevant actions.


These measures shall include, but are not limited to:

1. Clearing of obstructed waterways and drainage systems to prevent flooding;

2. Installation of visible warning signs, barricades, and safety parameters in high-risk zones;

3. Preemptive evacuation of residents in high-risk zones during inclement weather or imminent danger;

4. Pruning of dangerous tree branches and coordinating with utility companies for the repair of sagging electrical wires;

5. Conducting localized information drives on family preparedness and evacuation routes.

6. Perform other corrective measures or any relevant actions for the safety of its constituents in particular and the public in general.


The MDRRMO is hereby directed to act as the lead coordinating and technical body for this municipality-wide directive. Specifically, the MDRRMO shall:


Coordinate and Assist: Provide technical assistance, assessment templates, and capacity- building support to all BDRRMCS to ensure standard and rigorous hazard mapping.

Respond and Act: Promptly respond to, intervene in, and act upon complex hazards identified by the Barangays that require heavy equipment, specialized technical expertise, or higher-level resource mobilization.


Consolidate: Maintain a centralized Municipal Hazard and Vulnerability Database of reports and to prioritize municipaL-funded mitigation infrastructure projects. It shall also report the same document to other government agencies for other support.
